Frederick D. Hayes

Frederick Dwayne Hayes was a 42-year-old Maryland man who was shot to death by Fairfax County Police officer Gary J. Allen in Alexandria on December 3, 1988.[1]

Following a traffic stop, Hayes wrestled Allen's baton away from him and began beating him with it. In response, Allen drew his gun and shot Hayes in the chest.[1]

At the time of his death, Hayes was sought by Maryland authorities for a November incident in which he tried to run down two police officers in a hospital parking lot. [1]
